On August 10 he illegally arrested passersby at 28 Independence Avenue. He allowed unlawful beatings and threats of violence and death. He ignored the detainees' lawful requests. He is responsible for the beatings (the “baton corridor”) as detainees were moved into the police van (avtozak).
